The 5th Delegation Conference of China Talent & Talent Theory Innovation Seminar was held in Dalian from Oct.19th to 20th 2011. Officers from Department of Human Resource and Social Security, experts from Talent Seminar Centers of many provinces and related Research Institutions, totally 200 delegates have attended the conference. Director General of CCG Wang Huiyao attended the conference and gave a report on enhancing international comparative study and improving competitive strength of Chinese international talents.
Vice Director of Department of Human Resources and Social Security, He Xian attended the conference and delivered an important speech. Vice Secretary of Liaoning Provincial Government Guo Fuchun and Member of Standing Committee of Dalian City and Vice Mayor Xiao Shengfeng delivered remarks on the opening ceremony respectively.
He Xian stressed that Chinese Talent Institution is trying to encourage and develop the special talent theory of China, explore the way of fostering and developing talents, and provide powerful theoretical support, decision-making advices and practical instructions to implement the strategy of reinvigorating China. He suggested that Chinese Talent Institution will enhance the research of significant issues and deeply develop Chinese talent theory; reinforce the construction of disciplines, constantly develop and improve talent science; combine politics, industry, academy and research together and forester both specialized and amateurish talents; enhance the construction of institution, use online information from Chinese Talent Research Website, promote the cohesion and influence of the Institution, promote members’ sense of responsibility, sense of mission and encourage their development and innovation so as to make a contribution to the rejuvenation of China.
The President of China Talent Institution Li Youwei represented the 4th board of directors and gave a report which reviewed and summarized the endeavor within the past 4 years. Li analyzed the trend and task of talent research, and offered suggestions to the next board conference. During the conference, the working report of the 4th Chinese Talent Institution was passed, Chinese talent research regulation was amended, and board of directors of the 5th council were elected, with Li Youwei as the next President continually.
